The National Capital Planning Commission (NCPC) proposes to review plans for a New York Avenue Public Art Program to be installed in the median strip of New York Avenue, NW between 9th and 13th Streets, NW, Washington, D.C. The National Museum of Women in the Arts proposes to work with the Niki Charitable Art Foundation to select a grouping of outdoor sculptures for this project in partnership with the Downtown DC BID. NCPC, in its procedures for evaluating District of Columbia projects developed in the Central Area of Washington, has an Environmental Assessment of the project available in accordance with the National Environmental Policy Act (NEPA), and the National Historic Preservation Act (NHPA) Section 106 review process.
The NCPC, with the assistance of the District of Columbia Office of Planning, has initiated an environmental document in accordance with NEPA and the public involvement process for compliance with the National Historic Preservation Act, Section 106. This assessment includes documentation of existing conditions, review of current planning activities, and development/evaluation of project alternatives and their potential environmental effects. Section 106 of NHPA requires NCPC to consider the effects of its decisions on historic properties and to ensure that private citizens and local governments have a voice in federal decisions that affect historic properties.
As part of the assessment process and public involvement, NCPC is announcing the availability of the Environmental Assessment. The public may provide information and identify concerns responding to information within the Environmental Assessment. The document may be reviewed at the offices of NCPC at the address below and at the NCPC website; http://www.ncpc.gov, and look for public participation – public notices and comments.

The project record is open during the length of the review period and while the project proposal is being considered by the National Capital Planning Commission at its regularly scheduled meetings.
