Who We Are

Founded in 1997 as a private, nonprofit place-management organization, the DowntownDC Business Improvement District (BID) is a catalyst, facilitator, and thought leader in diversifying the economy, promoting public-private partnerships, and enhancing the downtown experience for all. We oversee a 140-block area of approximately 530 properties and numerous parks and public spaces, from Massachusetts Avenue NW on the north, including the Walter E. Washington Convention Center at Mount Vernon Square, to Constitution Avenue NW on the south, and from Louisiana Avenue NW on the east to 16th Street/Black Lives Matter Plaza NW on the west.

Position Summary

The Human Resources Generalist will play a critical role in supporting various human resources (HR) functions, including employee relations, benefits administration, compliance, payroll processing, full-cycle recruiting, onboarding, and HRIS management. This role requires a detail-oriented professional with strong interpersonal skills and the ability to manage multiple priorities in a dynamic work environment.

Key Responsibilities

Full-Cycle Recruiting

  • Manage the end-to-end recruitment process, including job postings, sourcing, screening, interviewing, and selecting candidates for open positions.
  • Partner with hiring managers to develop effective job descriptions and interview strategies.
  • Conduct reference checks and oversee the background check process to ensure compliance.
  • Maintain a talent pipeline and explore innovative recruiting methods to attract top talent.

Onboarding

  • Oversee the onboarding process to ensure a seamless and welcoming experience for new hires.
  • Facilitate new hire orientations and ensure all onboarding documentation is complete and accurate.
  • Collaborate with department directors to provide role-specific training and resources.

HRIS Management

  • Enter and maintain employee data in the HRIS system, ensuring accuracy and up-to-date information.
  • Generate reports and dashboards to support HR initiatives and decision-making.
  • Troubleshoot and resolve system issues, coordinating with vendors as needed.

Payroll Processing

  • Assist with processing payroll, ensuring accuracy and compliance with applicable laws and company policies.
  • Reconcile payroll discrepancies and assist in audits as needed.

Reporting and Analytics

  • Run and analyze HR reports related to headcount, turnover, benefits enrollment, and other metrics.
  • Provide insights and data to support decision-making.

Compliance and Legal Knowledge

  • Stay updated on federal, state, and local employment laws, including FMLA, ADA, and other labor regulations.
  • Ensure company policies and practices comply with employment laws and regulations.

Benefits Administration

  • Support 401(K) and Safe Harbor administration, including employee enrollments, contributions, and reconciliations.
  • Respond to employee inquiries about benefits, retirement plans, and related topics.

Employee Relations and Policy Management

  • Address employee concerns and provide guidance on company policies and procedures.
  • Support disciplinary actions, investigations, and conflict resolution.

Terminations and Offboarding

  • Oversee the offboarding process, ensuring all exit procedures, including final pay, benefits termination, and exit interviews, are completed efficiently and in compliance with legal requirements.

Leave Management

  • Administer FMLA and other leave programs, ensuring accurate documentation and adherence to policies.
  • Educate employees on leave entitlements and guide managers on their responsibilities.

Other Duties as Assigned

  • Contribute to HR projects, initiatives, and events as needed.
  • Support the HR team in maintaining organized and efficient department operations.

 

Qualifications
  • Bachelor’s degree in Human Resources, Business Administration, or related field preferred.
  • 3-5 years of experience in a generalist role or equivalent HR experience.
  • Proven experience with full-cycle recruiting, onboarding, and HRIS management.
  • Knowledge of payroll processing systems (e.g., ADP, Paycom, or similar platforms).
  • Familiarity with employment laws and regulations, including FMLA, ADA, FLSA, and Safe Harbor guidelines.
  • Strong understanding of benefits administration, including 401(K) plans.
  • Excellent organizational and multitasking skills.
  • Strong verbal and written communication skills.
  • Proficiency in Microsoft Office Suite and HRIS systems.

 

Preferred Skills
  • Certification in HR (PHR, SHRM-CP, or equivalent) is a plus.
  • Experience with HR reporting and analytics tools.
  • Ability to handle sensitive information with discretion and maintain confidentiality.

 

Compensation

Salary commensurate with experience, ranging from $60,000 – $75,000 annually.
